Extraordinary Disaster Assistance Recovery Grants - Southern Queensland Fires

Extraordinary Disaster Assistance Recovery Grants are available to assist directly impacted primary producers and small businesses with the costs of clean-up and reinstatement.

What assistance is available?

Grants of up to $75,000 are available for affected producers following the Southern Queensland Fires, 8 September - 7 November 2023, to hire or purchase equipment and materials, clean up, remove debris, replace fencing and other costs associated with the recovery process. Producers should take photographs of the direct damage to accompany their application/s.

Applicants need to show they are an eligible primary producer, within the declared disaster area and demonstrate they have suffered direct impact from the disaster. Read below and the guidelines for more information.

The maximum grant amount is $75,000 and can be accessed through the following:

Initial application/s up to the total amount of $10,000 is available to support an initial claim. Evidence of the direct damage is required such as photographs and quotations, tax invoices or official receipts.
Subsequent application/s up to the total amount of $65,000 is available to support subsequent claims for which full evidence of payment is required.

Complete applications are assessed in order of receipt and QRIDA may request further information to help assess an application.

How to apply

Providing you have the required documentation and meet eligibility; you can apply for the grant over a number of applications or two separate applications.

Example 1:

If you have estimates or quotes to the value of 10,000, then you can make an initial application for the full $10,000
If you only have estimates or quotes to the value of $5,000, you can choose to submit an initial application for that $5,000. Any subsequent applications for further assistance will require you to demonstrate how you have spent the initial $5,000, and all additional amounts, by providing evidence, such as receipts or invoices and proof of the payment of these.
This initial amount is to support with cash flow back into the business with either deposits, small payments and more.

Example 2:

You have now spent the initial $10,000 on deposits and/or minor work and require additional funding to complete the work
Once you have applied for and received the initial funding, any subsequent applications for further assistance will require you to demonstrate how you have spent the initial funding, and all additional amounts, by providing evidence, such as receipts or invoices and proof of the payment of these.
You can apply for subsequent funding amounts as many times as you need until you reach the total amount.

How can the assistance help you?

Eligible clean-up, reinstatement activities and emergency measures include:

Equipment and materials to undertake clean-up
Additional labour costs (above and beyond normal wage expenditure i.e. day-to-day staffing)
Disposing of damaged goods and injured or dead livestock, including associated costs
Repairs to buildings (other than housing)
Fencing not covered by any other assistance
Reconditioning/ repairing essential plant and equipment
Salvaging crops, grain and feeds
Purchase or hire/ lease costs for equipment essential to the immediate resumption of the business
Payment for tradespeople to conduct safety inspections
Essential repairs to premises and internal fittings that is not covered by insurance.

The latest available Income Tax Return/s will be satisfactory, this is downloadable from your ATO portal.

Rates Notice / Lease Agreement

Your enterprise must be located within a defined disaster area. If you own the property, please attach a copy of your most recent Local Government rates notice for the property impacted by the disaster event.
If you lease the property, please attach a copy of your current lease agreement (lease agreement must confirm that you are responsible for meeting the costs being claimed).

Evidence of payment

For grant applications up to $10,000 (i.e. for immediate resumption of business directly following the disaster event):
- Copies of tax invoices or quotes/estimates

For grant applications over $10,000 or subsequent applications up to $65,000
- Copies of tax invoices AND evidence that these invoices have been paid (e.g. bank statements, electronic bank transfer confirmations or official supplier receipts).

Details of insurance

If insured, full details and a copy of your insurance policy and/or claim must be provided. Please be aware QRIDA is unable to finalise your Disaster Assistance Grant application until the outcome of your insurance claim is determined and formal advice of the claim outcome is provided. If you are eligible to claim under your insurance policy, you must do so, and have that claim finalised before lodging an application for grant assistance.

QRIDA administers financial assistance to disaster affected primary producers, businesses and non-profit organisations under the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA).

Direct damage is physical damage that occurred as a result of the event. For example, immediate damage caused by flood water flowing through your property, or damage to a fence because of a bush fire on your property.

Indirect damage is the losses sustained as a consequence of the disaster. For example, downturn in customer foot traffic from road closures, loss of income or spoilage due to power outages.

For direct damage you may be eligible for an Extraordinary Disaster Assistance Recovery Grant and/or a Disaster Assistance Loan. For indirect damage you may be eligible for an Essential Working Capital Disaster Assistance Loan.

Primary producer means:

a sole trader who -
- spends the majority of their labour on a primary production enterprise; and
- either –
  1. derives the majority of their income from the primary production enterprise; or
  2. in the opinion of QRIDA, based on the demonstrated production potential of the primary production enterprise, will eventually derive the majority of their incomes from the primary production enterprise
in relation to a partnership, company or trust that carries on a primary production enterprise for which the partners, shareholders or beneficiaries –
- spend the majority of their labour on a primary production enterprise; and
- either –
  1. derive the majority of their income from the primary production enterprise; or
  2. in the opinion of QRIDA, based on the demonstrated production potential of the primary production enterprise, will eventually derive the majority of their incomes from the primary production enterprise.

Normal staffing costs are ineligible unless they can demonstrate additional costs are incurred for clean-up and reinstatement purposes.

Permanent employees (including permanent full-time and permanent part-time) – only the costs of additional hours worked (e.g. overtime or extra hours / days) to assist with the clean-up and reinstatement of the enterprise
Contractors, casuals or temporary staff - who are engaged specifically for clean-up and reinstatement of the enterprise. If contractors, casuals or temporary staff are already employed, however, the day to day labour requirement which they were originally contracted to do has decreased or ceased altogether due to the eligible disaster, and they are assisting with clean up, these costs for clean-up and reinstatement purposes only may be eligible.

Evidence required could include payroll summary verifying staff and wage costs incurred for clean-up and reinstatement purposes only and signed by the applicant.

Applicants who operate more than one primary production enterprise, for example under a single ABN at separate locations, may apply for assistance for each eligible separate business up to the maximum amount of assistance available for the relevant defined disaster area and determined by the establishment notice.

When determining an eligible separate business, QRIDA may consider (but is not limited to):

the staffing arrangements of the separate property
whether the property has its own plant equipment or stock
the accounting arrangements of the separate property
whether the separate property operates under its own trading name
the commercial scale, viability and autonomy of each property.

QRIDA will consider each application on a case by case basis taking into account the particular circumstances.

A certificate of insurance and details of the claim are required to apply for this grant given the grant cannot cover repairs that will be covered by insurance. However, insurance excesses and items that are not covered by insurance may be eligible.

The primary production business must generate the majority of your income, unless you can demonstrate the production potential of the business to eventually derive the majority of your income.

An example of the production potential of the business - you have planted a commercial size fruit orchard that is still maturing which will eventually provide the majority of your income.

You are able to use relatives to repair your damage as long as transactions are retained at arm’s length and conducted in the same way as with any other contractor. Any contractors used must have an ABN and provide a tax invoice and official receipt for work completed. QRIDA may request additional information in these circumstances to confirm the validity of the claim.

Fishers who have sustained direct damage to fishing equipment and vessels as a result of the disaster may be eligible for assistance. Assistance is not however available to compensate for loss of income due to inability to fish because of the event.

If your business has not experienced direct damage, but has suffered a significant loss of income or other impacts as a result of the disaster event, you may be eligible to apply for a Disaster Assistance (Essential Working Capital) Loan.

Yes, you are able to claim assistance for the actual costs of any additional labour or fuel and oil incurred in the use of this plant and equipment for clean-up and reinstatement activities for the disaster event.

The certificate of insurance and details of your claim are required to apply for this grant. The grant cannot cover repairs that will be covered by insurance. However, items that are not covered, and your excess may be eligible.

To be eligible for an exceptional circumstances grant, you must:

be a small business owner
hold an Australian Business Number (ABN) and have held that ABN at the time of the eligible disaster
own a small business located in the defined disaster area for the eligible disaster that has suffered direct damage as a result of the eligible disaster
have been engaged in carrying on the small business when affected by the eligible disaster
be primarily responsible for meeting the costs claimed in the application and
intend to re-establish the small business in the defined disaster area for the eligible disaster.

An applicant may also be eligible for an exceptional circumstances grant if both of the following apply:

the small business is located outside the defined disaster area for the eligible disaster but is operated at least sometimes on a regular basis in the area; and
plant or equipment of the small business situated in the defined disaster area has been damaged as a result of the eligible disaster.

Yes, however, you will need to provide satisfactory evidence of damage to your premises evidencing that you are unable to conduct your operations from that site and of costs associated with leasing or renting the temporary premises.

What assistance is available?

Grants of up to $50,000 are available for affected non-profit organisations following South Queensland Severe Storms and Rainfall, 24 December 2023 - 3 January 2024, to hire or purchase equipment and materials, clean up, remove debris, repair or replace damaged infrastructure or goods and other costs associated with the recovery process. Organisations should take photographs of the direct damage to accompany their application/s.

Applicants need to show they are an eligible non-profit organisation, within the declared disaster area and demonstrate they have suffered direct impact from the disaster. Read below and the guidelines for more information.

The maximum grant amount is $50,000 and can be accessed through the following:

Initial application/s up to the total amount of $10,000 is available to support an initial claim. Evidence of the direct damage is required such as photographs and quotations, tax invoices or official receipts.
Subsequent application/s up to the total amount of $40,000 is available to support subsequent claims for which full evidence of payment is required.

Complete applications are assessed in order of receipt and QRIDA may request further information to help assess an application.

How may the assistance help you?

Eligible clean-up, reinstatement activities and emergency measures include:

Equipment and materials to undertake clean-up
Additional labour costs (above and beyond normal wage expenditure i.e. day-to-day staffing)
Disposing of damaged goods and stock, including associated costs
Repairs to buildings (other than housing)
Purchase or hire/ lease costs for equipment essential to the immediate resumption of the business
Payment for tradespeople to conduct safety inspections
Essential repairs to premises and internal fittings that are not covered by insurance
Replacement of lost or damaged stock if the replacement is essential for immediately resuming operations
Leasing temporary premises for the purpose of resuming operation

Am I eligible?

To be eligible for an Extraordinary Disaster Assistance Recovery Grant, you as the applicant must:

be a non-profit organisation
have a non-profit organisation located in the defined area for the eligible disaster and have suffered direct damage as a result of the eligible disaster
have been engaged in carrying on the non-profit organisation when affected by the eligible disaster
be primarily responsible for meeting the costs claimed in the application
be unable to repair or replace assets directly damaged as a result of the eligible disaster from the applicant’s own resources without assistance under the scheme; and
intend to re-establish the organisation in the defined disaster area for the eligible disaster.

An applicant may also be eligible for an Extraordinary Disaster Assistance Recovery Grant if both of the following apply:

The non-profit organisation is located outside the defined disaster area for the eligible disaster but carried on at least sometimes on a regular basis in the area.
Plant or equipment of the non-profit organisation situated in the defined disaster area has been damaged as a result of the eligible disaster.

Extraordinary Disaster Assistance Recovery Grants - Tropical Cyclone Jasper, associated rainfall and flooding

Extraordinary Disaster Assistance Recovery Grants are available to assist directly impacted primary producers, small businesses and non profit organisations with the costs of clean-up and reinstatement.

What assistance is available?

Grants of up to $75,000 are available for affected producers following Tropical Cyclone Jasper, associated rainfall and flooding, 13 - 28 December 2023, to hire or purchase equipment and materials, clean up, remove debris, replace fencing and other costs associated with the recovery process. Producers should take photographs of the direct damage to accompany their application/s.

The maximum grant amount is $75,000 and can be accessed through the following:

Initial application/s up to the total amount of $10,000 is available to support an initial claim. Evidence of the direct damage is required such as photographs and quotations, tax invoices or official receipts.
Subsequent application/s up to the total amount of $65,000 is available to support subsequent claims for which full evidence of payment is required.

Complete applications are assessed in order of receipt and QRIDA may request further information to help assess an application.

How to apply

Providing you have the required documentation and meet eligibility; you can apply for the grant over a number of applications or two separate applications.

Example 1:

If you have estimates or quotes to the value of 10,000, then you can make an initial application for the full $10,000
If you only have estimates or quotes to the value of $5,000, you can choose to submit an initial application for that $5,000. Any subsequent applications for further assistance will require you to demonstrate how you have spent the initial $5,000, and all additional amounts, by providing evidence, such as receipts or invoices and proof of the payment of these.
This initial amount is to support with cash flow back into the business with either deposits, small payments and more.

Example 2:

You have now spent the initial $10,000 on deposits and/or minor work and require additional funding to complete the work
Once you have applied for and received the initial funding, any subsequent applications for further assistance will require you to demonstrate how you have spent the initial funding, and all additional amounts, by providing evidence, such as receipts or invoices and proof of the payment of these.
You can apply for subsequent funding amounts as many times as you need until you reach the total amount.

How can the assistance help you?

Eligible clean-up, reinstatement activities and emergency measures include:

Equipment and materials to undertake clean-up
Additional labour costs (above and beyond normal wage expenditure i.e. day-to-day staffing)
Disposing of damaged goods and injured or dead livestock, including associated costs
Repairs to buildings (other than housing)
Fencing not covered by any other assistance
Reconditioning/ repairing essential plant and equipment
Salvaging crops, grain and feeds
Purchase or hire/ lease costs for equipment essential to the immediate resumption of the business
Payment for tradespeople to conduct safety inspections
Essential repairs to premises and internal fittings that is not covered by insurance.

The latest available Income Tax Return/s will be satisfactory, this is downloadable from your ATO portal.

Rates Notice / Lease Agreement

Your enterprise must be located within a defined disaster area. If you own the property, please attach a copy of your most recent Local Government rates notice for the property impacted by the disaster event.
If you lease the property, please attach a copy of your current lease agreement (lease agreement must confirm that you are responsible for meeting the costs being claimed).

Evidence of payment

For grant applications up to $10,000 (i.e. for immediate resumption of business directly following the disaster event):

Primary producer means:

a sole trader who -
- spends the majority of their labour on a primary production enterprise; and
- either –
  1. derives the majority of their income from the primary production enterprise; or
  2. in the opinion of QRIDA, based on the demonstrated production potential of the primary production enterprise, will eventually derive the majority of their incomes from the primary production enterprise
in relation to a partnership, company or trust that carries on a primary production enterprise for which the partners, shareholders or beneficiaries –
- spend the majority of their labour on a primary production enterprise; and
- either –
  1. derive the majority of their income from the primary production enterprise; or
  2. in the opinion of QRIDA, based on the demonstrated production potential of the primary production enterprise, will eventually derive the majority of their incomes from the primary production enterprise.

Normal staffing costs are ineligible unless they can demonstrate additional costs are incurred for clean-up and reinstatement purposes.

Permanent employees (including permanent full-time and permanent part-time) – only the costs of additional hours worked (e.g. overtime or extra hours / days) to assist with the clean-up and reinstatement of the enterprise
Contractors, casuals or temporary staff - who are engaged specifically for clean-up and reinstatement of the enterprise. If contractors, casuals or temporary staff are already employed, however, the day to day labour requirement which they were originally contracted to do has decreased or ceased altogether due to the eligible disaster, and they are assisting with clean up, these costs for clean-up and reinstatement purposes only may be eligible.

Evidence required could include payroll summary verifying staff and wage costs incurred for clean-up and reinstatement purposes only and signed by the applicant.

When determining an eligible separate business, QRIDA may consider (but is not limited to):

the staffing arrangements of the separate property
whether the property has its own plant equipment or stock
the accounting arrangements of the separate property
whether the separate property operates under its own trading name
the commercial scale, viability and autonomy of each property.

QRIDA will consider each application on a case by case basis taking into account the particular circumstances.

the small business is located outside the defined disaster area for the eligible disaster but is operated at least sometimes on a regular basis in the area; and
plant or equipment of the small business situated in the defined disaster area has been damaged as a result of the eligible disaster.

Fisheries Structural Adjustment Scheme

The Fisheries Structural Adjustment Scheme aims to support holders of eligible primary commercial fishing licences (PCFLs), fishery symbols and quota units who are affected by the closure of certain fisheries in the Great Barrier Reef region, or fisheries affected by changes under the Marine Parks Act 2004 to zoning or management in the Great Sandy region.

Program information

The following assistance is available under this Scheme; you may be able to apply under more than one section:

Grant for advice related to Scheme

Under this section, a grant of $3,000 may be given for eligible PCFLs held by an applicant to seek legal or financial assistance in relation to the Scheme.

You can apply for this grant separately or at the same time as applying for the other assistance available under the Fisheries Structural Adjustment Scheme.

Primary Commercial Fishing Licences (PCFLs) and fishery symbols

Under this section, a payment is available to holders of PCFLs:

on which a retired fishery symbol is written (‘N1’, ‘N2’, ‘N4’ and ‘S’) or
with a ‘K1’, ‘K2’, ‘K3’, ‘K4’, ‘K5’, ‘K6’, ‘K7’, ‘K8’, and ‘N10’ fishery symbol written on them are affected and have lost access to certain commercial fisheries in the Great Barrier Reef region.

Payments for quota units

Under this section, a payment is available for retired quota units that may be given to an applicant for quota units held by the applicant for:

barramundi and king threadfin in all Queensland waters (management region 1-5)
grey mackerel only in the Great Barrier Reef region (management region 1-4).

A payment is available for surrendered quota units held by the applicant for grey mackerel, school mackerel and whiting in management region 5.

Payments for loss of income

Under this section, a payment is available equivalent to three financial years of projected income to affected fishers in the Great Barrier Reef and Great Sandy regions based on the applicant’s fishing data.

Surrender of PCFLs and fishery symbols

Under this section, a payment to holders of certain PCFLs who decide to surrender their licences or surrender particular fishery symbols written on the licences.

Round 1 of this assistance will close to applications on 30 April 2024.

How to apply

If you are an eligible commercial fisher under the Scheme you should have received formal correspondence from the Department of Agriculture and Fisheries (DAF).

Agribusiness Digital Solutions Grants Scheme

The Agribusiness Digital Solutions Grants Scheme offered co-contribution grants of up to $100,000 to support projects which result in the trialling and adoption of digital technologies into supply chains within agricultural, fishery or forestry industries in Queensland.

Applications for the Agribusiness Digital Solutions Grants closed on 18 August 2023.

The Agribusiness Digital Solutions Grants Scheme aimed to improve the resilience of the agribusiness sector or primary production industries by supporting industry organisations to implement digital technologies and systems that increase preparedness for future disruptions and risks related to biosecurity, climate and food safety.

Co-contribution grants of up to $100,000 were available on a competitive basis to industry organisations and other entities established to advance or promote the economic development of the agribusiness sector, a primary production industry or part of a primary production industry.

An amount of $1.3 million was made available to fund grants under Round Two of the Scheme. Grants are subject to the availability of funding and applying for a grant is no guarantee funding will be approved.

QRIDA administers the Agribusiness Digital Solutions Grants Scheme on behalf of the Department of Agriculture and Fisheries.

Project eligibility criteria

To be eligible for funding projects must have:

a) implemented a digital solution that will provide benefit to the agribusiness sector, a primary production industry or part of a primary production industry within Queensland;

b) improved the resilience of the agribusiness sector or primary production industries in Queensland; and

c) allowed for the benefits or lessons of the project to be shared across the agribusiness sector or a primary production industry.

Yes. All applicant entities need to be registered for GST.

At least 10 percent of the total project funding must be a cash contribution from you, the recipient.

The remainder of your contribution can be in the form of a bank loan, your own funds, project partner funds or in-kind contributions such as land or labour.

Government assistance of any kind cannot be used to make up the 50 per cent contribution.

There is no requirement to transfer cash to QRIDA. However, you must be able to demonstrate it is available at the outset of the project for use in accordance with the project plan.

DAF in-kind work on the project does not count towards the applicant’s in-kind total.

Rural Agricultural Development Grants

The Rural Agricultural Development (sheep and goats) Grants offer up to $200,000 as a co-contribution grant to support economic development in relevant rural areas and support growth within the industry.

Program information

Co-contribution grants of up to $200,000 are available to eligible applicants to carry out activities which will create employment relating to, or increase the sale and value of products or materials derived from sheep or goats.

Applications for Round Two of this Scheme closed on 2 June 2023.

This scheme had a two-step application process. Applicants had to first submit an expression of interest (EOI) form, then successful EOI participants were invited to submit a full application for the grant. See below for key dates.

An amount of $1.9 million has been made available to fund grants under Round Two of the Scheme. Grants are subject to the availability of funding and applying for a grant is no guarantee funding will be approved.

QRIDA administers the Rural Agricultural Development (sheep and goats) Grant Scheme on behalf of the Department of Agriculture and Fisheries.

Eligibility criteria

Grant funding may be used for an eligible activity, including, but not limited to:

developing a new market for a product derived from sheep and goats; or
expanding the capabilities of businesses within the supply chain for production, processing, manufacturing or selling products derived from sheep or goats; or
providing specialised training or equipment to an eligible primary production enterprise.

How funding may not be used

Grant funding may not be used for the following activities:

funding an activity which has already commenced, or been completed;
funding an activity associated with installing or maintaining cluster fencing or predator-proof fencing;
making payments towards debt;
purchasing land;
undertaking training and paying professional costs which are not related to the eligible project activity to which the application relates;
conducting feasibility studies; or
paying administration costs.

You may use government loan assistance towards your co-contribution to help to fund project activities, for instance, a Sustainability Loan from QRIDA.

However, funding from another government grant program is unable to be used as a co-contribution to fund project activities under the scheme.

Jobs are to be calculated as Full Time Equivalent (FTE) Staff.

Full time work is 35 hours per week or more. If your project will employ casual or part time workers, calculate the number of hours to be worked by these employees and divide that total by 35 to determine full time equivalents.

For example, seven casual employees working 10 hours per week totalling 70 hours per week, equates to two full time employees.

Funding will be available once a funding agreement is finalised with QRIDA. As project milestones are completed, grant payments will be made to your designated bank account.

Queensland Zero Emission Vehicle Rebate Scheme

The Queensland Zero Emission Vehicle Rebate Scheme provides eligible Queenslanders rebates of up to $6,000 for eligible new Zero Emission Vehicles purchased from 21 April 2023.

Remaining scheme funding (as at 15 April 2024): $13,677,000.

Program update - Enhanced Rebate Scheme (effective 1 July 2023)

Applicants wanting to apply for the adjusted rebate will need to submit a new application form through the application portal below.

Rebates are now available to eligible Queensland individuals and businesses who have purchased a new Zero Emission Vehicle (ZEV).

To be eligible for a $3,000 rebate you must:

have purchased a new eligible ZEV up to a dutiable value of $68,000 (including GST) on or after 21 April 2023; or
have purchased a new eligible ZEV up to the original dutiable value of $58,000 (including GST) between 16 March 2022 and 20 April 2023

To be eligible for a $6,000 rebate you must:

have purchased a new eligible ZEV up to the dutiable value of $68,000 (including GST) on or after 21 April 2023 and have a total household taxable income equal to or less than $180,000 per annum; or
have purchased a new eligible ZEV up to the dutiable value of $58,000 (including GST) between 16 March 2022 and 20 April 2023 and have a total household taxable income equal to or less than $180,000 per annum.

Queensland businesses are ineligible to receive the $6,000 rebate but may still be eligible for the $3,000 rebate. Please ensure you have read and understood the program guidelines.

To be eligible for a $3,000 adjustment rebate payment you must:

have purchased a new eligible ZEV up to the original dutiable value of $58,000 (including GST) on or after 16 March 2022, already received an initial ZEV rebate of $3,000 under this Scheme and have a total household taxable income equal to or less than $180,000 per annum.

Program information

A ZEV refers to a full battery electric vehicle (BEV) only.

Under Queensland's Zero Emission Vehicle Strategy 2022-2032, the Queensland Government has committed $45 million to the rebate scheme which will be offered until funding is exhausted. This rebate is intended to make purchasing entry level ZEV’s more affordable for more households and businesses.

The ZEV Rebate Scheme is limited to:

one rebate per individual
up to five rebates per Queensland Business per financial year.

The ZEV Rebate Scheme aims to encourage individuals and businesses across Queensland to purchase a new ZEV instead of an internal combustion engine vehicle.

QRIDA is administering the Queensland Zero Emission Vehicle Rebate Scheme on behalf of the Department of Transport and Main Roads.

Am I eligible?

The ZEV Rebate Scheme is open to:

All Queensland residents with a current and valid Queensland driver license (international and interstate driver licences will not be accepted) or another form of evidence to prove residency
Queensland registered businesses

For a ZEV to be considered eligible for a rebate, the ZEV must be:

a light passenger or light commercial ZEV model only
a new ZEV, which is being registered for the first time and:
- have a dutiable value up to $58,000 (including GST) and be purchased in Queensland, from a relevant licensed motor vehicle dealer between 16 March 2022 and 20 April 2023, and registered with the Department of Transport and Main Roads; or
- have a dutiable value up to $68,000 (including GST) and be purchased in Queensland, from a relevant licensed motor vehicle dealer on or after 21 April 2023, and registered with the Department of Transport and Main Roads.

Dealer delivery charges, registration fees and vehicle registration duty are not included as part of the dutiable value considerations.

What is considered ineligible?

Internal combustion engine (ICE) and plug-in hybrid electric vehicles (PHEVs) are ineligible as they are not ZEVs.

The following vehicles are not eligible for the ZEV Rebate Scheme:

ZEVs purchased prior to 16 March 2022
ZEVs purchased at a cost greater than the original dutiable value ($58,000 including GST) but less than the revised dutiable value ($68,000 including GST) between 16 March 2022 and 20 April 2023
ZEVs purchased at a cost of more than the dutiable value ($68,000 including GST) on or after 21 April 2023
Second-hand vehicles
Dealer / demonstrator models
A retro-fitted ZEV and other vehicle conversion kits (including any other alternative fuel source)
Hybrid and plug-in hybrid electric vehicles
Heavy vehicles over 4.5t (including, but not limited to trucks and buses)
E-mobility devices (including, but not limited to electric/motorised wheelchairs, electric scooters, mobility scooters and electric bikes)
Electric motorbikes, trikes and mopeds
Electric boats or marine vessels
ZEVs that are managed or leased through a Lease or a Fleet Management Organisation
ZEVs that have previously received a rebate, grant or subsidy in other Australian state or territories.

The following entities are not eligible to receive a ZEV Rebate:

Licenced Motor Vehicle Dealers
Government entities (including but not limited to local councils)
Fleet management organisations.

How to apply

To apply for a rebate under this scheme, complete and submit your application and supporting information via the QRIDA online portal.

Applications must be submitted to QRIDA accompanied by:

evidence of the applicant’s Queensland residential (or business) address (e.g., QLD driver licence, residential tenancy agreement, utility, or electricity bill) aligned to registration information;
tax invoice(s) and contract of sale displaying both the final payment and the date the ZEV was purchased;
evidence of payment for the tax invoice(s) i.e. an official receipt(s) from the provider or a copy of the applicant’s bank transfer(s) or bank statement(s);

In addition to the above, applicants seeking an adjustment rebate payment or the higher $6,000 rebate must provide:

evidence of the household income which includes the applicants, and where applicable the applicant’s spouse’s, taxable income which may include:
- a copy of a notice of assessment (NOA) from one of the two most recent financial years (at the time of application) obtained from the Australian Taxation Office (ATO).
- a signed declaration that the applicant has lodged a Return not Necessary (RNN) with the ATO
- any other documents reasonably requested by QRIDA.

Business applicants will also be required to provide:

Australian Business Number (ABN), Australian Company Number (ACN)
Company name, address and contact details (aligned to registration information)
Evidence of business address (e.g. copy of utility or electricity bill)
Director contact name and date of birth
Business contact person name, mailing address and contact details.

Vehicle details required to complete the application include:

Date of first registration
Declaration that the vehicle is not managed or leased through a Fleet Management Organisation
Declaration that no other rebates in other Australian states and territories have been claimed on the vehicle
Sale price
Duty amount paid
Registration number plate of vehicle
Vehicle make and model
Vehicle Identification Number (VIN).

Any household with a total taxable income equal to or less than $180,000 per annum may be eligible to receive a total rebate amount - including any previously awarded rebates under the scheme - of up to $6,000.

Any households with a total taxable income over $180,000 per annum can still apply for a $3,000 rebate, subject to meeting all other scheme eligibility criteria.

A household under the scheme means an individual or, if the individual has a spouse, an individual and the individual’s spouse.

The Australian Taxation Office (ATO) outlines your spouse is another person (of any sex) who:

You were in a relationship with that was registered under a prescribed state or territory law
Although not legally married to you, lived with you on a genuine domestic basis in a relationship as a couple.

Even if you keep your tax affairs separate from your spouse you are still required to provide relevant information about your partner. The information you provide for tax purposes will be used to assess your application to the scheme.

Yes, you would be eligible to receive a rebate on this basis provided you meet all other scheme eligibility criteria.

The enhanced scheme measures are applicable from 21 April 2023. Applicants will be eligible to receive a rebate of $6,000 provided all other scheme eligibility criteria are met and the vehicle purchased has a dutiable value equal to or less than $68,000 (including GST).

Eligible applicants who have purchased an eligible new EV on or after 21 April 2023 will be able to lodge their application for a rebate from 1 July 2023.

Households that received a rebate under the initial Scheme between 16 March 2022 and 20 April 2023 and who have a total household taxable income of equal to or less than $180,000 per annum, can apply for the adjustment rebate payment from 1 July 2023 if all other scheme eligibility criteria are met.

Household taxable income is assessed either through:

a notice of assessment (NOA) obtained from the Australian Taxation Office (ATO).

No. The ZEV rebate scheme commenced on 1 July 2022, and clear program guidelines outlining eligibility requirements were published when the scheme was launched and can be read here.

The guideline outlines that ZEVs purchased under a lease arrangement are not eligible for the ZEV Rebate Scheme. 'Lease arrangements' include all arrangements related to leased vehicles, including those accessed under a ‘novated lease’.

The guidelines establish the eligibility criteria, specifically section 4.2(k) states that ZEV rebates are ineligible for vehicles managed or leased through a Lease or Fleet Management Organisation.

Outright capital costs to the customer purchasing a ZEV are typically avoided under lease or fleet organisation arrangement.

Lease arrangements may also include the coverage of costs related to operational elements, such as registration, servicing, and fuel, which is a further reason why they are also ineligible.

From 1 July 2023, once you have received notification your application has been successful, payment of the rebate to your nominated bank account will normally occur within 10 business days.

A new vehicle is defined as a vehicle that has not previously been registered, either in Queensland or another Australian state/territory. Refer to the definitions in the guidelines.

Under the ZEV Rebate Scheme, a Queensland Business is defined as a business (sole-trader, partnership, private company or public company, trust or incorporated not for profit organisation or company) operating in Queensland under an active Australian Business Number (ABN).

The Australian Government’s Horticultural Netting Program - Trial Expansion aims at helping primary producers of commercial horticulture crops offset the cost of purchasing and installing horticultural netting to increase crop productivity and reduce the adverse impacts of weather events and animal predation on commercial horticulture crops.

The grant amount available is 50 per cent of the cost of purchasing and installing horticultural netting on existing horticulture produce, or on horticulture produce to be established on areas with crop growing history, up to a maximum amount of $300,000.

The maximum cumulative level of assistance that may be received from this program and the Horticultural Netting Program—Trial (for Apple and Pear Growers) which is administered by the Queensland Department of Agriculture and Fisheries is $300,000.

QRIDA administers this Horticultural Netting Program - Trial Expansion Grant on behalf of the Department of Agriculture and Fisheries.

Am I Eligible?

To be eligible for the grant you must be a primary producer and:

protective netting must be purchased and installed after 16 December 2019 for apple and pear crops and after 14 December 2021 for all other horticultural crops;
the land on which netting is to be installed must have an established use of horticultural production prior to 16 December 2019 for apple and pear crops, and prior to 14 December 2021 for all other horticultural crops; and
protective netting must be purchased and installed to increase horticultural productivity, by reducing the impacts of adverse weather events or animal predation, and to reduce water usage.

How funding may be used

Horticultural Netting Grants may be used for:

the purchase cost of permanent protective netting (including shade cloth), throw over netting and associated infrastructure such as poles (either new infrastructure or replacement of existing infrastructure that has been damaged or requires replacing);
costs associated with engaging contractors to install the permanent protective netting and associated infrastructure; and
costs directly associated with engaging contractors to conduct preparatory activities directly necessary for the installation of permanent protective netting (e.g. costs of removing existing netting)

How to apply

Applications must be submitted online to QRIDA accompanied by:

quotes or invoices associated with costs for new permanent netting infrastructure. (These quotes or invoices should reflect current market prices for goods and services being purchased. QRIDA may request further quotations be provided to substantiate requests); and
evidence of payment for the tax invoice(s). For example, an official receipt(s) from the provider or a copy of the applicant’s bank transfer(s) or bank statement(s);
any addition documents stated in the online application form.

The program will close to applications on 30 April 2024 or when available funds have been allocated. Approximately $11 million in total is available from the Australian Government to Queensland under this scheme. The Queensland Government will not be liable to pay any grants under the scheme should Australian Government funding be exhausted.

Yes, you can apply again on invoices you have not already received payment on through DAF. The amount you have received under the DAF program counts towards the $300,000 maximum under the program. For example if you have already received $100,000 from DAF under the Horticulture Netting Apple and Pear program you can receive no more than $200,000 through QRIDA.

You will also be required to consent to DAF providing information on your Horticulture Netting (Apple and Pear) program including the invoices paid to QRIDA.

A primary producer is either

a sole trader who
- spends the majority of the person’s labour on a primary production enterprise; and
- derives the majority of the person’s income from the primary production enterprise; or
a partnership, company or trust that carries on a primary production enterprise, any partners, shareholders, or beneficiaries
- spend the majority of their labour on a primary production enterprise; and
- derive the majority of their income from the primary production enterprise.

A primary production enterprise is an enterprise that:

is carried on by a sole trader, trust, partnership or proprietary company; and
that involves primary production, including the agricultural, apicultural, aqua cultural, forestry, grazing and horticultural industries; and
holds an Australian Business Number (ABN).

Electric Vehicle Charging Infrastructure Scheme

Queensland’s Electric Vehicle (EV) Charging Infrastructure Scheme aims to improve the commercial viability of EV charging stations and to add more public EV fast chargers to the charging network.

Program information

Please note that stage two full applications closed on 6 February 2023.

The successful applicants of the 2023 round of the scheme and the locations where the fast charging electric vehicle infrastructure will be built are detailed on the Queensland Government website.

Co-funding of up to $3 million of the Total Project Value (TPV) was made available to eligible entities as part of an expressions of interest (EOI) application process for Queensland’s Electric Vehicle (EV) Charging Infrastructure Scheme (the Scheme). The Queensland Government has committed $10 million under the Scheme.

The final co-funding amount to be offered for Charging Sites must be below the maximum cap of 50 per cent of the TPV (that is, for all charging sites on the application).

If one, or multiple proposed charging sites are not successful within Stage One of an application, this may result in revised co-funding amounts offered for proposed charging sites. The revised offer and amount will be determined by QRIDA and is not negotiable.

Funding under the Scheme is only to be used for all costs associated with capital costs of purchasing equipment (including Charging Stations and energy storage), and costs to install and commission EV fast charging site/s.

QRIDA is administering the Scheme on behalf of the Department of Transport and Main Roads.

Take this example

You apply for 50% co-funding across 10 proposed charging sites and your application is successful following the competitive assessment process. You may be offered less than 50% co-funding due to the Scheme being oversubscribed and/or some charging sites within your applications not being successful to receive funding.

Applicants are advised to detail costings of each site within their application, as not all charging sites included within an application may be successful.

Eligibility criteria

Queensland’s Electric Vehicle Charging Infrastructure Scheme guidelines outline eligibility criteria.

Funding for the Scheme will be prioritised towards applications that align best with the eligibility criteria, merit criteria and priority zones which can be viewed in the guidelines below.

How funding may not be used?

The following projects and charging infrastructure are not eligible to be funded under the Scheme:

Hydrogen refuelling infrastructure.
Private Charging infrastructure not for public access (for example, apartment buildings, hotels, private colleges for private use of owners, tenants and visitors only).
Any proposed charging sites which have received funding from other government grant schemes for the same project.

Application process

Applications will be processed in two stages. Stage One is an EOI process. Successful EOI applicants will be invited to submit a Detailed Application as part of Stage Two. Stage Two full applications closed on 6 February 2023.

Stage Two is a thorough application which allows applicants to provide a more detailed submission including a business case and detailed project plan in relation to proposed charging site/s.

Applicants can update or change project scope details following Stage One. For example, applicants can revise the requested funding amount in Stage Two.

There is no guarantee that Stage Two applicants will be approved a grant under the Scheme. Applicants will be notified of outcomes end of March 2023.

Key dates

All applicants must commit to having all charging sites within their application operational within 18 months of the execution of a Funding Agreement. In the event of unavoidable extensions, negotiations may occur under the Funding Agreement.

Farm Management Grants

Farm Management Grants offer primary producers a 50 per cent rebate on the cost of eligible professional advice up to a maximum $2,500 to produce a Farm Business Resilience Plan for their property.

What assistance is available?

The Farm Management Grants Scheme supports primary producers in developing a Farm Business Resilience Plan, recognising risks associated with production, including climate and weather (such as drought), as well as biosecurity and natural resource management and business risks including financial and market factors.

While these rebates are available to offset the cost of seeking eligible professional advice, they are not available to cover the costs of activities to implement the advice. A QRIDA Drought Preparedness Grant or Sustainability Loan may be available for implementation activities.

Am I eligible?

Eligible Queensland primary producers can now apply for a rebate of 50 per cent, to a maximum of $2,500, for the costs of advice in developing a Farm Business Resilience Plan. These plans are intended to assist producers in identifying risks, such as drought, for their property and outlining the steps necessary to respond to those risks.

Farm Business Resilience Plans help producers to:

recognise risks associated with production, including climate and weather (such as drought)
identify business risks, including financial and market factors, and how to respond to those risks and
understand personal risks such as workplace health and safety.

The Department of Agriculture and Fisheries (DAF) offer a free Farm Business Resilience Plan template. Visit their website to download and complete your plan.

To be eligible for assistance, you must:

be a primary producer as defined in the guidelines
have paid for the eligible professional advice
have received the eligible professional advice from 11 November 2021
have received the eligible professional advice from a suitably qualified adviser(s) who:
- is not the applicant
- does not have an actual or perceived conflict of interest with the applicant and
- is not employed by an entity owned or partially owned by the applicant.

Take this example...

Jamie is a beef producer in Rockhampton. Knowing the region frequently experiences long periods of drought, they want to ensure the enterprise can last through the next long stretch.

Wanting to know what the business would need to become more drought prepared, they decide the best way would be to engage professional advice from a consultant to help them compile a Farm Business Resilience Plan.

Hearing of the Farm Management Grants being administered by QRIDA, Jamie knows they can apply for up to $2,500 (up to 50% of the cost of the advice) to help pay for eligible advice. After paying for the consultant’s advice upfront, Jamie decides to apply for the grant.

Even though the property isn’t in a drought declared area, Jamie is approved for the grant after meeting the eligibility criteria. Jamie now has a plan that they can use to apply for further drought assistance if they need it.

While these rebates are available to offset the cost of seeking eligible professional advice, they are not available to cover the costs of activities to implement the advice. A Drought Preparedness Grant or a QRIDA Sustainability Loan may be available for implementation activities.
